Our Bureau Launches Key Measures for Optimizing Business Environment in 2025, Enhancing Service Quality and Efficiency through Functional Integration

    To implement the spirit of the provincial conference on accelerating the construction of an important strategic fulcrum for the rise of central China and adhere to the integrated development concept of "planning, construction and management", on June 30, Wuhan Municipal Bureau of Natural Resources and Urban-Rural Construction issued the "Action Plan for Further Optimizing the Business Environment in the Field of Natural Resources and Urban-Rural Construction to Serve the Construction of the Strategic Fulcrum". The plan focuses on 30 reform measures in seven aspects, including optimizing approval procedures, improving real estate registration services, reducing enterprise costs, and building a green city. It gives full play to the advantages of functional integration, comprehensively enhances service quality and efficiency, and promotes the business environment to move towards the national optimal standard.

I. Deepening Reform and Innovation: More Transparent Housing Design Standards, More Intelligent Approval and Supervision

Unified calculation rules for construction area: Wuhan will revise and improve the "Wuhan Construction Project Construction Area Calculation Rules", aligning the area calculation standards for planning approval and real estate surveying and mapping. This means that when people buy houses, the construction area will be calculated more clearly; it will also promote the implementation of the design of "the 4th-generation residential buildings" with balconies and more greenery, providing a more practical measurement standard for "high-quality houses".

II. "Cross-Province Handling" of Real Estate Registration: No Need to Travel for Inter-City Matters, Cloud Services Available Anytime

Expanding the scope of "cross-province handling" of real estate registration: People in provincial capitals of the Yangtze River Middle Reaches Urban Agglomeration such as Changsha and Hefei can handle real estate registration in Wuhan without traveling back and forth! Relying on the national government service platform, Wuhan will realize "online application, online circulation and local completion" for real estate registration, enabling services such as property transfer and mortgage registration to be handled "without a single trip".

AI Guidance + Cloud Service Hall: Handling affairs as convenient as "online shopping": The "AI Intelligent Guidance System + Cloud Service Hall" is launched, providing 24/7 online services including answering questions, verifying materials, and conducting video "face recognition" for handling entrustment and certification. For example, when handling real estate entrustment, video verification can be completed on a mobile phone without visiting the service window specially, making it as easy for the public to handle affairs as "online shopping". (Note: Wuhan East Lake High-Tech Development Zone has a Real Estate Cloud Service Center dedicated to serving the public)

III. Intelligent Upgrade of Government Services: AI Assists in Plan Review, "One-Click Approval" for Planning

"AI Seconds Review" for housing construction and transportation projects: The review of planning schemes for house construction and road construction will be more efficient! Wuhan will deepen the intelligent review of planning schemes, using AI to extract key information such as dimensions and floor area ratio from drawings, and automatically verify compliance with planning requirements. This changes the review method from "manual page-by-page checking" to "system one-click review", realizing the transformation from "human-dependent" to "intelligent" review.

"Intelligent Calculation" of planning conditions: In the future, when applying for planning and design conditions, the AI large model can automatically "calculate" core indicators such as floor area ratio and land use type, and verify compliance with urban planning. Through intelligent systems, it assists administrative approval personnel in making rapid decisions and accurate reviews. In the future, more application scenarios will be expanded in the field of natural resources and urban-rural construction in our city.

IV. Efficient Utilization of Spatial Resources: Business Opportunities Hidden Under Ground and Under Bridges, Urban "Scraps" Turned into "Treasures"

Wuhan is promoting the transformation of underground space and under-bridge space from "waste" to "treasure", turning underground space from "dormant resources" into "valuable assets". This model of "seeking space underground and benefits under bridges" not only activates the city's idle resources, but also makes citizens' lives more convenient and injects more vitality into urban development.

V. Green City Construction: More Environmentally Friendly Green Buildings, Future Houses "Can Breathe"

Dual acceleration of intelligent construction and green buildings: Wuhan will vigorously promote prefabricated buildings, constructing houses like "building blocks", which not only shortens the construction period but also ensures more stable quality. "Low-carbon and environmental protection" will be implemented throughout the whole process from design to construction, such as more thermal-insulated walls and more greenery in residential areas. This enables the public to live in more energy-saving and comfortable "breathable" houses, realizing full coverage of green building standards.

The reform measures launched this time not only address the "urgent needs" of enterprise investment and construction, but also focus on the "demands" of the public in handling affairs, striving to make government services smarter, more considerate and more convenient.
