Performing the duties with high sense of responsibility

Qin Jun, Member of the Party Leadership Group and Deputy Director of Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development: In recent years, while focusing on the strategy of forging Hubei Province into a pilot region for the new development pattern, we have launched "Nine Campaigns", pushed forward the "Transformation of Advantages in Three Aspects", and kept improving the efficiency of administrative service, thus promoting the services for people's livelihood.

(I) Initiating pilot reforms to boost the transformation

In an effort to upgrade the services, we have taken initiatives to explore the paths for integrated "planning, construction and management" of megacity. By setting targets for "service upgrading" and "problem solving" in 2024, we have worked out 106 concrete measures. Moreover, by concentrating the advantages of local public institutions, we have set up a one-stop service center in Qingshan District, so that the local residents can get access to the technical services within the district. We have speeded up the transformation towards digital intelligence. We have pushed forward the construction of municipal area planning information system, and the construction and application of city information model (CIM) in Wuhan on all fronts. In addition, we have carried out the CSPON, digital intelligence transformation for national land and space use control, and other related pilot projects at ministerial, municipal and provincial levels. In 2023, Wuhan ranked the 3rd place in China in terms of the comprehensive assessment of intelligent construction.

(II) Enhancing the leadership of planning to draw the development blueprint

We have speeded up the formulation of strategic planning of Wuhan, and accelerated the submission and approval of municipal-level master planning for national land and space. To date, we have submitted 6 documents of district-level master planning for national land and space to the Department of Natural Resources of Hubei Province for preliminary review. Moreover, we have accomplished the remote sensing images for about 1,700 administrative villages. We have upgraded the quality of city. We have worked out the implementation plan, optimized basic ecological control line, and orderly promoted the urban spatial layout structure that is arranged in the unit of lakes. In addition, with a view to improving the traffic carrying capacity of Wuhan, we have formulated the planning for local rail transit line network, and submitted the planning documents to Wuhan Municipal People's Government. We have also formulated and reviewed the planning for high-speed railway stations at Hanyang, Tianhe and Changjiang New Area. Moreover, we have carried out the traffic optimization & assessment and established the project library for traffic jam control, so as to promote the traffic optimization.

(III) Strengthening resource management to reinforce the safety baseline

In order to rectify the problems relating to cultivated land, we have taken special rectification actions for photovoltaic land use, and explored and developed a monitoring and early warning system, which consists of the "space, aerial and land networks", for cultivated land protection. With regard to the prevention of geological disasters, we have actively applied for the projects to be supported by additional issuance of national debt funds, and pushed forward the comprehensive management of potential geological hazard points. Moreover, we have organized 4,822 persons to inspect 2,407 points of potential geological hazard, ensuring zero casualties of personnel caused by geological disasters.

(IV) Reinforcing land element guarantee with combined measures

We have reinforced the land element guarantee, promoted the pilot redevelopment of underutilized land, and carried out the national pilot projects for planning of natural resource asset allocation. The results of its pilot project for inspection of natural resource assets have passed the national quality inspection, and been granted the certificate for entering the project library. In addition, we have taken strenuous efforts to promote the pilot market entry of collective-owned operational construction land, and ensured the efficient application of policies concerning the "standard industrial land" and "rental before transfer" for newly added industrial land. Therefore, our work relating to "economical and intensive land utilization" and "land element guarantee" has been granted the excellence awards in Hubei Province.

(V) Promoting green development to explore the transformation path

We have speeded up the ecological restoration, and achieved preliminary results for the formulating plans for ecological restoration of national land and space in 14 districts. Moreover, based on the pilot projects in the East Lake, Chenhu Lake and Tongshun River, we have worked to demarcate the protection scope and pilot control for water space of rivers and lakes in Wuhan. We have also established Wuhan Carbon Accounting Center of Hubei Natural Resources, the first of its kind in China. In addition, we have promoted green construction. We have increased the capacity of building energy efficiency by 239,000 tons of standard coal, the energy-efficient building area by 10,771,500 m2, the completed green building area by 10,759,000 million m2, and completed renewable energy building area by 806.19 m2.

(VI) Improving people's livelihood to further optimize the business environment

We have accomplished the tasks relating to the business environment reform assigned by the Ministry of Natural Resource in an all-around way. Besides, we have upgraded the title confirmation and registration. We have extended "trans-provincial transaction" for real estate registration to 19 cities in 4 provinces. In addition, all places of Wuhan have taken reform measures, such as the "one-stop notary + transfer of mortgaged property for real estate registration" and the "one-stop 1+N real estate registration in Wuhan Metropolitan Area". Furthermore, we have improved the administrative approval. In line with the principle of "delegating the authorities as much as possible", we have delegated the municipal approval authorities for land planning to subordinate districts, with the planning approval authorities delegated by 100% and the land supply approval authority delegated by over 90%.

Enhancing the "problem-oriented solution" to promote in-depth investigation and study

Visits by reporters: In Hanyang District, the Longxiang Street and Longxiang East Street are divided into two parts by Longyang Avenue. Such two streets are connected by the underpass that crosses Longyang Avenue. It's possible for people to cross the roadway. According to a citizen named Mr. Liu, because the nearby overpass is steep and the non-motor vehicle crossroad at the other end is far away, the electric bicycle riders have to cross the roadway from the underpass at Longxiang Street, which prohibits the passing of non-motor vehicles, and are often caught and fined by the traffic police. Mr. Liu believed that due to unreasonable road design, such two streets obstructed the travel of electric bicycle riders.

Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development once replied to this problem, and promised to communicate with competent departments in charge of road construction to solve this problem, so as to improve the traffic infrastructures in this area and guarantee the convenient travel of citizens.

However, our reporters consulted relevant official documents, and failed to find any specific content about traffic improvement. Is any traffic improvement plan formulated for this area? If yes, will the traffic improvement plan formulated 11 years ago be implemented successfully? When will this traffic improvement plan be carried out? These are the urgent problems raised by Mr. Liu and other local residents.

As the quantity of electric bicycles keeps growing in Wuhan, such problems are intensified in recent years. Road design needs to keep pace with the time. In the past, when there were few electric bicycles, we paid less attention to such problems. Today, as the quantity of electric bicycles increases gradually, we need to consider the right-of-way for local electric bicycle riders.

Usually, we category electric bicycles as non-motor vehicles. However, in the light of existing management situation, there are certain differences between the management of bicycles and the management of electric bicycles. For instance, it's easy to wheel the bicycle along the underpass. However, as the underpass gradient is originally designed for bicycles, and the electric bicycles are much heavier, it's difficult for the riders to wheel the electric bicycles. Such a situation places new demands on us.

With the development of electric bicycles in new era, pedestrian overpasses need to be reconstructed to adapt to the street-crossing requirements of electric bicycles, which is also one of focal points in our study for the urban development planning for the next year.

For Longyang Avenue, which serves as a trunk road and expressway in the urban area, it's necessary to adopt the three-dimensional street-crossing method. As to the problems about Longxiang Street and Longxiang East Street, several motor vehicle underpasses, pedestrian overpasses, and metro stations are currently available in the peripheral area. We need to check why the non-motor vehicle lane is not constructed during the construction of motor vehicle lane. In principle, the motor vehicle lane and non-motor vehicle lane should be constructed simultaneously.

In the forthcoming 2025, we will work together with Hanyang District to solve such problems. Of course, we will also check that the original reconstruction plan can be implemented continuously, and ascertain the remaining items of past project. Why is the original reconstruction plan not completed? After the radio program, we will check if the reconstruction plan is not implemented, or there is no reconstruction plan. Then, we will give definite answers to the problems raised by the citizens.

As pointed out by President Xi Jinping, "To inspect a city, we should first of all check its urban planning. Science-based planning will bring the utmost benefit. However, the mistakes in urban planning will cause the waste of public funds. During urban planning, we should do our best to avoid mistakes." Many people agree that the mistakes in urban planning would bring much damage to the overall image of a city. I live nearby Nanhu West Road. Every morning when I drive to work, it's really a torture for me, because it takes more than 10 minutes for me to move forward for only 1 km on Luoshi South Road. To make it worse, if there is any trivial traffic accident on the road, it will be more difficult to estimate the loss of time. For the road of 2 km or so between Haogou and Wuhan University of Technology, the two overpasses along the 2nd Ring Road fail to perform the function of traffic diversion and fast travel. The local residents often mock the 2nd Ring Road as "the roadmap of administrative power", which is not an exaggeration at all. In the peripheral area of Nanhu, the residential communities are distributed densely, which results in much traffic inconvenience. Seeing such scene, what will the original decision-makers and urban planners say? Will they feel sorry for this city?

As noted in the report of the 20th CPC National Congress, "The city shall be constructed by and for the people". In order to promote the urban development, we need to give full play to the people, and respect the people's right to know, participate, express and supervise the urban development. With regard to the problems fed back by the secret investigation, I'd like to offer the following suggestions: We should be open-minded during the decision-making and design. We should extensively solicit the opinions from the local citizens, and pay due attention to their experience. Moreover, we should translate the requests of local residents into strict urban planning schemes, and convert such schemes into construction projects intended for convenient traffic. The merger and abolishment of branches, shifting in the priority of work, or mobility of staff might be the insignificant changes in a government department. However, for local residents, the neighborhood is where they live, and they must use the overpass from day to day. In order to elevate the quality of urban living during the high-quality development, we need to bear in mind the remarks of President Xi Jinping that "We should infuse the concept of better living condition into the fundamentals and details of urban planning and development". Therefore, we should join together to forge a city of warmth, and effectively improve the sense of gain, happiness and security among all citizens.

The comments given by Prof. Shangguan are very accurate. We should realize that urban planning plays a significant role in improving people's livelihood. President Xi Jinping once points out that "the city shall be constructed by the people". In the days to come, we will pay more attention to the livelihood and urgent needs of local residents. During the design and implementation of urban planning, we will integrate the planning, construction and management with efficiency and humanistic consideration. This will be the direction for our work improvement in the future.

In the main urban area of Wuhan, Longyang Avenue is an important component of the expressway system and the 2nd Ring Road. Therefore, the traffic flows are concentrated in Longyang Avenue. During the study on preliminary planning scheme, we compare three options in all respects including overpass, tunnel and ground construction. Among them, the tunnel scheme conflicts with Line 3 of Wuhan Metro, and is therefore infeasible. The overpass scheme demands higher project investment, and results in certain impact on the landscape along its route. Therefore, for the road section in Wangjiawan, since the ground construction scheme is unable to meet the traffic demand, and the land use at the junction between Hanyang Avenue and Moshuihu North Road is restricted, it's recommended to adopt the overpass scheme. For the road section between Moshui Lake and Longyang Lake, since the land on both sides is narrow, the roads in junction are of lower grade, and the traffic flow is relatively lower, it's recommended to adopt the ground construction scheme.

In order to strengthen the connection of land use on both sides of Longyang Avenue, it's planned to build a vehicle underpass at Longxiang Street, and construct a pedestrian overpass and a pedestrian crossing on the northern and southern sides of Longxiang Street. In addition, it's planned to, by utilizing Taojialing Metro Station, enable the pedestrians to cross the street via the underpass, with the street-crossing distance meeting relevant specifications and standards of expressway. However, during the study of aforesaid schemes, we only consider the vehicle underpass at Longxiang Street, because the space of road is limited. Moreover, because the overpass and metro station are not convenient for the travel of bicycles and electric bicycles, it's difficult for some residents to cross the street. What's more, in the recent decade, as the electric bicycles and shared bicycles become very popular among local residents, the problem of inconvenient traffic has become more acute. In order to improve the travel conditions for local residents and meet their needs for all travel modes, we plan to, while considering the preparation of Design Guidelines for Pedestrian Overpass Planning in Wuhan, further clarify the planning and construction standards for pedestrian overpass and underpass, and fully consider the street-crossing demand of non-motor vehicles and electric bicycles. Then, after reaching a consensus through the study by relevant departments, we will start the upgrading of existing overpasses. In the near term, we plan to, while considering site survey by technical personnel and the stable traffic operation in the underpass of Longxiang Street at large, work together with the traffic management department to study the feasibility of marking lines to set a non-motor vehicle lane in the vehicle underpass at Longxiang Street, so as to solve the problem of inconvenient street-crossing for bicycles and electric bicycles as soon as possible.

@ Mr. Liu: Why is Yezhihu Metro Station located in a remote place? Currently, the surrounding area of the metro station has become a parking lot full of private cars. Besides, there is no bus stop nearby the metro station. It's difficult for local residents to reach the metro station. Often, they have to take the illegal tricycles to reach and leave the metro station.

Yezhihu Metro Station is a car depot of Wuhan Metro. As a parking lot for metro cars, it undertakes the functions of parking, maintenance and control center for several metro lines in Wuhan.

In addition, because this metro station is located nearby the 3rd Ring Road, many local residents choose to travel by private cars. This metro station is able to realize the "P + R (park and ride)" function. Therefore, the local residents from outside this metro station can park their cars here, and then take the metro to other places.

At the site of this metro station, the reconstruction of urban villages has not been completed. We will communicate with competent departments to push forward relevant work and enhance the management, so as to solve the problem of "last kilometer" for the travel of local residents. In the future, after the construction projects in the peripheral area of this metro station are completed, the local residents can take the metro to reach the neighboring country park, wetland park and other places for recreation.

Popular Science Hours

 "P + R" parking lot refers to the park-and-ride place. In the morning, the commuters park their private cars at the "P + R" parking lot, and then take the metro to their workplaces. After work, they take the metro to reach this "P + R" parking lot, and drive their car home. For a stay of 24 hours, it only costs 5-10 CNY for the commuters to park their cars here.

Compared with the ordinary parking lot, the "P + R" parking lots will usually interlink with the nearby metro stations. The private car owners can choose to park their cars in the "P + R" parking lots, and then take the train of designated metro station for travel.

In order to realize the intensive land use and resource sharing in Yezhihu area, it's planned that Yezhihu Car Depot would serve as the car depot for both Line 7 and Line 8 of Wuhan Metro. Moreover, in order to fully consider the transfer demands for Line 7 and Line 8 as well as improve the efficiency of local rail transit network, it's planned to establish Yezhihu Metro Station, which would serve as a transfer station for Line 7 and Line 8 of Wuhan Metro, at Yezhihu Car Depot. This area is segmented by Tangxun Lake, Yezhi Lake, Huangjia Lake, Yezhihu Car Depot, Wuhan-Xianning Inter-city Railway, south railway loop, 3rd Ring Road, Wenhua Avenue, and other lakes and high-grade closed roads. With high ecological sensitivity, this area has not been developed in all respects, and has no passageway planned for external linkage. At present, Yezhihu South Road, which is planned in this area, has not been completed and open to traffic. In the next step, we will, while considering the current construction conditions of Yezhihu South Road, carry out a study on the feasibility of building a public passageway within this area, thus improving the accessibility of roads nearby Yezhihu Metro Station.

At the current stage, restricted by the road conditions in Yezhihu area, it's unable to provide the micro-circulation bus service to interconnect the rail transit and bus transit at Yezhihu Metro Station. By optimizing the bus transit network, it's able to guide the local residents from the northern side of Yezhihu Car Depot to take bus to reach Mahu Metro Station of Line 8 and Banqiao Metro Station of Line 7, the local residents from the southern side of 3rd Ring Road to take bus to reach Xincun Road Metro Station of Line 7, and the teachers and students of Huazhong Agricultural University to take bus to reach Shengnongkeyuan Metro Station of Line 8. Therefore, it's able to realize the fast travel through "metro + bus".

According to the Comprehensive Planning for Phase-II Stations in Line 8 of Wuhan Metro, it's planned to arrange for at least 500 "P + R" parking spaces and 250 non-motor vehicle parking spaces in the layout of Yezhihu Metro Station and Yezhihu Car Depot. We will further push forward the planning and construction of such parking spaces.

@ Ms. Zhu: I and my husband decide to sell a house jointly owned by us to the buyer. At present, we're ready for transacting the ownership transfer formalities. In January 2024, it launched the "Face-to-Face" cloud service hall for real estate registration, providing a new solution for cross-border registration. In this case, Ms. Zhu, her husband and the buyer can use their smart phones, tablet computers or personal computers to log in the Hubei Public Service Network or the WeChat mini program named "Wuhan Real Estate Service Platform" to close the deal by subsequently clicking "Online service hall - My application - Collaborated handling via video". By means of real-time video conference, the real estate registration officer, obligee, obligor, and agent will gather at the online reception room. After the check, we found the following fact: It is prescribed in Section 6.4.2 of the Design Code for Residential Building (GB50096-2011) that for each residential building of 12 storeys or above, at least two elevators shall be provided. Among the elevators, one elevator shall be able to accommodate the stretcher.

@ Ms. Wang: In the peripheral area of Sanyanqiao, Jiang'an District, there are many old residential communities, resulting in high residential density. In recent years, as the Plot K6, Plot K7, Plot K8, and Plot K15 of Hongqiao Village are developed, delivered and put into service, the primary school and middle school originally designed for such plots no longer meet the actual needs. Therefore, it's urgent to carry out the school (reconstruction) project in Plot U28 of Hongqiao Village for the purpose of solving the schooling problem for local children.

The specific project you have mentioned is originally within the scope of controlled land use for urban village reconstruction of Hongqiao Village. In order to meet the schooling needs of local children, the competent department of Jiang'an District gives the green light to the approval, and tries its best to push forward the launch of this project.

In July 2024, the competent department of Jiang'an District successfully issued the project planning license for the school (reconstruction) project in Plot U28 of Hongqiao Village. Once implemented, this project will effectively alleviate the schooling problem for local children, thus promoting the rational allocation of local educational resources.

During the rush hours in morning and evening, high traffic flows of pedestrians and motor vehicles are mixed, resulting in potential hazard. After communicating with the owner's committee of Wangfu Huayuan Community, the competent department of Jiang'an District has guided the owner's committee to transact the filing formalities for the reconstruction of northeastern gate. Once the reconstruction project is completed, it will effectively alleviate the traffic jam in rush hours.

In terms of urban planning and construction, we have always paid due attention to "public participation", and involved the general public in the formulation, approval and other links of urban planning. In 2023, 1,076 urban planning issues were announced to the public before approval. Such issues were mainly announced through the official websites of us and our branches, WeChat official account of "Wuhan Urban Planning Announcement", mainstream media, and signboard on project site. Before issuing the project planning license, we will announce the site planning scheme to the public before approval. In addition, before adjusting the regulatory detailed planning, we will announce the regulatory detailed planning scheme to the public before approval. What's more, through the WeChat official account of "Shared Urban Planning of Wuhan" and other means, we solicit the planning and architectural design schemes for important construction projects. For instance, when formulating the conceptual scheme of "pocket park", we invited the citizens to cast their votes to express their opinions and take part in the interaction. By doing so, citizens are allowed to share the fruits of urban development, take part in and feed back their opinions to urban development, thus expressing their concerns and expectations about the surrounding living environment and, at the same time, providing useful reference for the planning and construction of national land and space.
