Notice of Solicitation for Conceptual Proposals for Kindergarten on Longxiang East Street Plot in Hanyang District

The kindergarten on the Longxiang East Street plot in Hanyang District is situated within the Third Ring Road and adjacent to Moshui Lake in Hanyang District, with the project area among the key development areas in Hanyang District. Longyang Avenue on the east side of the project, as the axis of urban development, represents an important interface for showcasing the urban landscape. The kindergarten project will be developed into a highlight of public buildings that showcase the quality of the city, as well as a demonstration of basic education buildings suitable for children's physical and mental health growth.

To this end, we are launching a solicitation event open to the whole society, for conceptual proposals for the kindergarten on the Longxiang East Street plot in Hanyang, Wuhan. The relevant matters are announced as follows:

I. Project Overview

(I) Project name

Kindergarten on the Longxiang East Street plot in Hanyang District

(II) Basic information of the Project

According to the Opinions on Strengthening the Construction and Management of Supporting Kindergartens in Residential Areasissued by the Wuhan Municipal People's Government, the Project is positioned as a universal kindergarten for supporting residential areas, with a scale of 6 classes and approximately 180 kindergarten students. The Project will occupy a land area of approximately 2,700 m² and a floor area of 1,940 m².

1. Traffic status quo

The project site features convenient transportation, with a straight-line distance of about 200 m from Taojialing Station along Metro Line 3. It overlooks Moshui Lake across Longxiang East Street to the south, and adjoins Longzhu Road to the west and Fangcao Road to the east, demonstrating enabling transportation environments.

2. Development of the surrounding area

On the north and east sides are high-density high-rise residential buildings that have been built, and on the south side are public buildings and a few small high-rise residential buildings that have been built, with a relatively wide field of vision. It is well-developed surrounding the project site as there are small high-rise residential buildings to be built on the west side and Ayd Home Furnishings and commercial units on the ground floor on the south side, featuring relatively complete supporting facilities and strong living atmosphere.

3. Surrounding landscape resources

The project is about 800 m away from Moshui Lake on the south side, and about 1.2 km away from Longyang Lake on the west side.

Moshui Lake can be reached by a 10-minute walk, and Longyang Lake by a 30-minute walk, providing a favorable ecological environment, superior landscape conditions, and relatively abundant natural landscape resources.

II. Registration Requirements

1. The registration is open to the whole society for this solicitation event, and independent legal entities and design consortia from home and abroad can apply without qualification requirements.

2. Design firms must have a legally registered and valid business license. Different design firms whose person-in-charge is the same person or which are affiliated entities in terms of shareholding or management cannot register to compete simultaneously.

3. A consortium consisting of no more than two members is allowed to apply. The leading entity of the consortium and respective responsibilities of its members must be clearly defined in the consortium agreement. Each member of the consortium shall not participate in this solicitation event in its own name or form a consortium with another design firm for this event.

4. The project leader/chief designer must attend reporting meetings for important milestones. If, during the solicitation process, the project leader/chief designer is not a team member specified in the pre-qualification materials submitted, the hosting entity shall be entitled to disqualify the corresponding firm from shortlisting and award.

5. Applications from individuals or individual groups are not acceptable.

6. Design firms shall complete the application form (available for download by clicking "Read More"), affix the official seal, scan the document, and email it to 626421791@qq.com to get the design brief. For filling requirements of credit documents, refer to the design brief for details.

III. Award Setting

Commendations will be given to design firms based on the evaluation results, with award certificates and corresponding bonuses (totaling no more than 180,000 CNY) to be issued.

One best proposal winner will be selected, for which a design fee of 120,000 CNY will be granted. One second prize winner will be selected, for which a design fee of 40,000 CNY will be granted. One third prize winner will be selected, for which a design fee of 20,000 CNY will be granted.

The above bonuses are all pre-tax amounts.

IV. Schedule

This solicitation will commence from June 14 to July 15, and the proposals will be evaluated on July 17 (Wednesday).

Notes: The above time is subject to Beijing time. In case of any adjustment of the schedule, a further notice will be given.

V. Competition Rules

1) All participants shall ensure that their entries are implementable while meeting the requirements of relevant standards of the State, of Wuhan City, Hubei Province, and of locality,

2) Award-winning works will be offered the opportunity to be publicly displayed through exhibitions, books, and other means, and promoted on professional media;

3) All the copyright of the deliverable documents received in this solicitation event remains with the participants, and the right to use them remains with both the hosting entity and the participants. After the bonuses are paid by the hosting entity, the hosting entity shall be entitled to use the award-winning proposal for free, and the winning designer shall not submit the proposal for other occasions or projects;

4) The bonuses for this solicitation event include taxes and will be paid in CNY within the country. If foreign design firms or individuals are unable to collect CNY, they may authorize domestic independent legal entities to collect the payment on their behalf;

5) All technical materials (text, drawings, electronic data, etc.) provided by the hosting entity for the participants are protected by copyright. Without authorization, no one is allowed to copy, adapt, distribute, publish, lend, transfer, or otherwise disclose or use the aforementioned basic technical materials; otherwise he/she will assume relevant legal liabilities;

6) All deliverable documents submitted for the solicitation event must be original creations of the participants, and must contain neither materials that infringe on third-party intellectual property rights, nor works that have been submitted for other projects or competitions. In case of infringement by the deliverables, the infringing party will be disqualified from this solicitation event and assume any and all legal liabilities;

7) Any text or graphics related to the author's name and firm cannot be contained in the electronic drawings; otherwise the firm will be disqualified from the event;

8) To ensure the quality of proposals, the hosting entity may have the right to vacate or reduce some awards after unanimous agreement from all evaluators;

9) This solicitation event is governed by law, and any and all design deliverables are governed by Chinese law;

10) The hosting entity reserves the right of final interpretation for this solicitation event;

11) This solicitation and related solicitation rules are governed by the laws of the People's Republic of China. In the event of any dispute that fails to be resolved through consultations, both parties shall agree to refer it to Wuhan Arbitration Commission for arbitration. The arbitration award is final and binding on both parties.
