Seven Certificates Issued Within One Week! The Expansion Project of Central Hospital of Wuhan to Be Put into Operation by 2026

"We had never expected that seven certificates were issued within just one week after we received permission to start construction on March 25." On April 1, Bao Guangyu, Chief of Infrastructure Construction Division of Central Hospital of Wuhan, praised the approval speed in the certificate handling hall of the Natural Resources and Planning Bureau of Jianghan District.

The highly anticipated Houhu Campus Project of Central Hospital of Wuhan is expected to be officially put into use in August 2026. Houhu Campus covers an area of approximately 37 mu (about 6 acres) with a total investment of 2.03 billion CNY and 780 beds under planning. In this campus, it is planned to set up the cardiovascular disease center and elderly medical center, etc. This project will greatly improve the medical environment in the Houhu area, make it easier for citizens to seek medical treatment, and permit citizens to reach the hospital in 15 minutes.

In order to ensure the approval, commencement and operation of the project at an early date, the Industrial Enterprise Reform Service Office of Jianghan District, the Administrative Approval Bureau of Jianghan District and the Natural Resources and Planning Bureau of Jianghan District have worked with multiple approval departments to offer collaborative approval services. They provided "one-stop" service guidance for the hospital, and achieved the efficient issuance of seven certificates within one week, including Construction Permit for Building Project, Administrative License Decision for Approval of Civil Building Projects with Air Defense Basements to be Built, Decision on the Allocation of State-owned Construction Land, Planning Permit for Construction Land Use, Construction Project Planning Permit, Notice on the Approval of Planning Scheme and Review Opinions on Planning (Building) Scheme. This truly achieved "zero latency" for the project.

A leader from the Natural Resources and Planning Bureau of Jianghan District told the reporter that such high administrative approval efficiency cannot be achieved without the support of the team. For this livelihood project that the people are quite concerned about, the Bureau has set up a special team of five persons, who is responsible for coordinating the submission of various documents, tracking the entire process of business handling, and providing one-to-one answers. "We have truly achieved the transformation from traditional serial approval to parallel approval, accelerated the approval services and improved the business environment," said the leader.

Bao Guangyu said in an interview with the reporter that he thought it would take at least a month, because the Planning Permit for Construction Land Use, Construction Project Planning Permit and other certificates need to be issued one by one in a pre-set order according to conventional procedures. He didn't expect that parallel approval would synchronize the handling process of various certificates and greatly accelerate the progress of the project. In addition, many approval matters have been made public in advance, making the entire process more transparent and efficient. Bao Guangyu said gratefully, "It's half a month ahead of the original plan."

"There are many other projects in our district that have achieved the simultaneous issuance of seven certificates within one week like this one. At present, we mainly need to consider reducing costs for enterprises, including time costs and capital costs." a leader from the Natural Resources and Planning Bureau of Jianghan District explained. In terms of reducing time costs, they tried to shorten the project approval cycle by accelerating the approval process. In terms of reducing capital costs, such fees as the infrastructure supporting fee have been changed from being paid in advance to being paid before project completion, effectively reducing the financial pressure on enterprises before starting construction and saving time, labor and material costs from the source.
